After reading some literature and talking with advisors, I decided to consider NGOs as my cases, which is an effective way of public participation. So the question turns to be:
What are authority, channels, function and weakness of Environmental NGOs in the enforcement of clean water laws between U.S. and China? AND How will be U.S. expericence work in China's context?
Reading materials are divided into two parts.
Part I
Articles about NGOs in China. The first one, "Environmental NGOs in China" is a research paper. You can read from p7 "Civil Society in Environmental Protection". The other one is kind of "story" about Chinese government crack down international NGOs in China. I don't mean I consider all written here are neutral, but it provides a popular opinion.

Websites of water NGOs in U.S. I am still looking for more and want to sketch a panorama of NGOs in U.S. working on Clean Water, especially something to do with Clean Water Act.

NGOs at different level and with different specific missions compose a NGOs structure in U.S. which effectively improve public participation. I guess it's value for China.
